II.1.5) Short Description of the contract or purchase(s) The UK's Department for Transport is seeking to appoint a delivery partner to provide technical advice and project delivery assurance for the Plugged-in Places (PiP) programme. This programme was launched on 19th November 2009 and has been allocated up to 30 000 000 GBP of funding over the period 2010/2011-2012/13. Further information on the programme can be obtained from www.dft.gov.uk/pgr/sustainable/olev/infr The delivery partner will be responsible for delivering the day to day operation of this programme on behalf of DfT and providing technical advice. Expected assistance will include; To share information and learning from and to interested and participating consortia. This will include organisation and participation in stakeholder events; Logistical support in organising assessment panels for second round bids (September 2010); Provide DfT with expert technical and ad-hoc advice on cross-cutting issues relating to the Electric Vehicle market , recharging infrastructure and associated technologies and in the assessment of competing bids; Day-to-day management of successful bids (including invoice payments, spend forecasts, delivery of objectives and issue resolution); Regular project delivery reporting to DfT to provide assurance of delivery; Monitoring the costs and benefits of PIP in relation to the programme's objectives. This would include monitoring and collation of key indicators of the rollout, usage and effect of charging infrastructure in the UK. The contract will start from 1st June 2010 and will run until April 30th 2013 subject to a review in December 2010 and December 2011. III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Any supplier may be disqualified who:
(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
(c) has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can demonstrate;
(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal organisation, as defined in Article 2(1) of Council Joint Action 98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.

Technical Capacity will be assessed with equal weighting, using the information provided, on the basis of (a) demonstrable track record in the provision of similar relevant services, and (b) stated technical ability and will represent 70% of the overall score.

Precise information on deadline(s) for lodging appeals: In accordance with the Public Contracts Regulations (as amended) the Department will notify tenderers, by electronic means, or by facsimile, of the standstill period before which any contract(s) will be entered into. This standstill shall not end before at least midnight at the end of the 10th day after the sending date, but where the last day is not a working day, the standstill period shall be extended to the midnight at the end of the next working day. Where, exceptionally, non-electronic means of communication are used, the different timescale as set out in the Regulations shall apply. This standstill provides unsuccessful tenderers with the opportunity to challenge the Department's decision if they consider they have sufficient grounds to do so.
