II.1.5) Short Description of the contract or purchase(s) The DfT is currently leading the development of the designs for the next generation of multiple units as identified in the Rolling Stock Plan dated 30 January 2008 in order to meet the requirements of the DfT's High Level Output Specification in relation to the enhancement of weekday morning and evening peak services in London and the South East and other regional cities. The DfT is initiating the process of procuring the provision of DMUs and associated services (including maintenance) for and on behalf of a number of franchised train operators (TOC). This procurement uses the negotiated procedure (but see further under Section VI.3 "Additional Information") to select a party which will supply the fleet of DMUs and maintain them. Further details will be provided in the ITT documentation. The maintenance package is likely to follow one of the three options below: Warranty and technical support, all spares provision and major component overhaul. Overhaul and heavy maintenance plus warranty and technical support, including provision of all repairable spares and major component overhaul. The TOC would carry out light maintenance and servicing. Full service provision, with the manufacturer providing full overhaul, maintenance, servicing and repair, including all spares provision. The contract or contracts necessary to give effect to this are referred to in this notice as "the contract". It is anticipated that the contract will be awarded in March 2009. Expressions of interest are invited from organisations that can demonstrate that they meet the Conditions for participation as set out in Section III.2.

VI.3) ADDITIONAL INFORMATION (if applicable) The Contracting Authority has not yet adopted a final view on whether the provision of maintenance servicing facilities will be included in the contract and reserves the right to conduct a separate competition for this element of the procurement. The Contracting Authority has not yet adopted a final view on the level of maintenance that will be included in the contract and therefore reserves the right to modify the duration of the contract to reflect the term of any such maintenance arrangement. The Contracting Authority reserves the right to require any candidate to clarify in writing any information provided in its submission and/or provide additional information (and failure to respond adequately may result in the candidate being disqualified). The Contracting Authority reserves the right to disqualify immediately any candidate who submits misleading or incomplete information. For the avoidance of doubt, interested parties must submit their expressions of interest and the information set out in Section III.2 "Conditions of Participation" at the same time. The deadline for expressions of interest is as set in Section IV.3.4. Parties expressing an interest must: (A) Have the technical capability and financial standing to supply, and manage, the complete package of rolling stock and long term maintenance and any required depots (maintenance and servicing facilities) (B) Possess the necessary production, supply chain, project management skills and resources and technical expertise required to design and manufacture DMUs which are: (bi) 23 metres in length; (bii) self powered with an installed power of 250-325kW; (biii)capable of operating of a maximum speed of 160km/hour (100 miles/hour); (biv)formed into 2, 3 and/or 4 cars; (bv) capable of operation in multiple; (bvi)gangwayed throughout both within units and units in multiple; (bvii)fitted with doors at approximately 1/3 and 2/3 the length of each side, which deliver: (b1) a safe, consistently reliable journey; (b2) an environmentally sustainable solution; (b3) customer expectations on ambience, amenities and facilities; (b4) whole life/whole system value for money, and, compared to the existing DMU fleet: (b5) increased capacity per train; (b6) increased capacity on the network, plus (b7) improved safety and security. (C) be able to demonstrate the capability to specify the servicing and maintenance regime necessary to optimize the availability and reliability during the life of the DMU vehicles. (D) be able to specify, design, build and operate appropriate new, or refurbish existing, depot and servicing facilities, if required, for the servicing and maintenance regime within the constraints of the network; the timetables, routes and diagrams operated by the relevant TOC; and other operational demands. (E) be able to obtain train acceptance and full operational approval (working in conjunction with Network Rail, the TOCs and other relevant parties) onto the selected routes. (F) remain the design authority for the life of the vehicles. Variants may be accepted at the Contracting Authority's discretion and provided that they meet the core requirements of the Contracting Authority as set out in the ITT. The Contracting Authority is procuring this contract on the basis of the negotiated procedure. However, in expressing an interest in this procurement interested parties must be aware that, in line with the principle of transparency, the Contracting Authority's strong preference is to limit negotiations to the minimum necessary and reserves the right to award the contract without negotiations on the basis of the tenders which shortlisted bidders will be required to submit in response to the documentation which will be issued to them. Tenders and all supporting documentation must be priced in pounds sterling. Any resulting contract will be considered a contract made in England according to English law. The Contracting Authority is not and shall not be liable for any costs incurred by those expressing an interest in or tendering for this contract opportunity.
