II.1.5) Short Description of the contract or purchase(s) Crossrail, with a budget of GBP15.9 billion and expected to employ up to 14,000 people, will be the biggest transport initiative in London and the South East of the UK for 50 years, and the biggest construction project underway in Europe. The project requires the development of a major new railway system under central London including the construction of major tunnels and eight new underground stations. The new line will integrate with existing main line, metro and underground railway systems, with the first trains due to operate in 2017. The project presents a significant challenge to the UK construction and rail industries. Cross London Rail Links Ltd (CLRL) will act on behalf of the Crossrail Sponsors as Delivery Agent for the project. The Crossrail Sponsors, a joint team comprising members of the Department for Transport (DfT) and Transport for London (TfL), wish to appoint a Project Representative (P-Rep) who will act as the Crossrail Sponsors' technical 'eyes and ears', providing timely advice and assurance that the project is delivering the Sponsors' requirements within the budgeted parameters of cost, time and quality. Although appointed by the DfT, the P-Rep will have a joint duty of care to both the DfT and TfL and will possess the appropriate skills and experience to support the joint sponsors in guiding the project to a successful conclusion.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope (including all lots and options, if applicable) Full details of the scope of works will be set out in the Invitation to Tender to be issued to those entities qualifying to receive it. Notwithstanding this, the P-Rep will be required to provide the following regular services to the Crossrail Sponsors: - review CLRL monthly and semi-annual construction reports and other reports leading up to critical project review point milestones and assure the Crossrail Sponsors regarding CLRL projections of their own performance against budget, programme and quality; - support the Crossrail Sponsors in making any representations to CLRL arising from the findings of such reviews; - act as a liaison and communication channel between the Crossrail Sponsors and CLRL; and - attend regular meetings with the Crossrail Sponsors and provide selected administrative services. The P-Rep will be further required to provide specific assurance to the Crossrail Sponsors during the course of the project to the effect that CLRL have an overall organisation and supply chain, delivery programme, culture, processes, systems and resources with the capability to design, execute, test and commission the works to meet the Crossrail Sponsors' requirements, and have suitable management arrangements in place to ensure that: - the project is delivered to meet the Sponsors' requirements; - industry partners perform their obligations under the full set of Crossrail agreements; - parties responsible for the specification, procurement and delivery of the rolling stock and the maintenance depot deliver their obligations; - the design and construction of the Crossrail project complies with the requisite standards and statutory regulations such that the Certificate(s) of Practical and Final Completion can be issued by CLRL to allow the commencement of dynamic testing and trial operations; and - an appropriate and timely state of readiness exists for start of services. The P-Rep may also be required to provide the following additional services: - recommend or evaluate, where anomalies are identified, proposals or options for change or remedial action and analyse cause and effect; - conduct specific audits, technical reviews or studies in any area of the project as may be required from time to time; - monitor the activities of parties responsible for discharging the Statutory Undertakings under the Crossrail Act 2008 and report any anomalies; and - provide exceptional services, within the same technical capabilities, in the event that the Crossrail Sponsors are obliged to apply additional resources to achieve their objectives.
