II.1.5) Short Description of the contract or purchase(s) The Contract will comprises of 8 lots - 7 studies (1 per lot) and will look at transport related problems, and appropriate solutions, in the context of the DfT's 5 goals below and Lot 8 being a framework for use by DfT divisions and other Regional/Local Authorities for DaSTS studies with DfT approval: GOALS 1)to support national economic competitiveness and growth, by delivering reliable and efficient transport networks; 2)to reduce transport's emissions of carbon dioxide and other greenhouse gases, with the desired outcome of tackling climate change; 3)to contribute to better safety, security and health and longer life-expectancy by reducing the risk of death, injury or illness arising from transport and by promoting travel modes that are beneficial to health; 4)to promote greater equality of opportunity for all citizens, with the desired outcome of achieving a fairer society; and 5)to improve quality of life for transport users and non-transport users, and to promote a healthy natural environment. Each study will start with a review of the evidence of the relevant transport related problems in order to firm up the study objectives (Output 1), followed by an option generation, sifting and packaging stage and report (Output 2) recommending packages for further development. A longer term data and modelling strategy to support the final outputs of the study will need to be put in place (Output 3), and the packages will be further refined and sifted leading to a recommendations on the packages which should be implemented to tackle the problems (Output 4). The studies are focussed on the post-2014 period and will need to generate short, medium and long-term packages which fit together into a coherent strategy. Several of the studies will be jointly run with regional partners. III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Any supplier may be disqualified who:
(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
(c) has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can demonstrate;
(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;

Information and formalities necessary for evaluating if requirements are met Those companies with proven expertise in the provision of Strategy/Scheme Development applicable to the Transport Industry with particular emphasis on the analysis of roads demand, safety, performance, operating and infrastructure costs and wider economic and environmental benefits. The Potential Provider (or its directors or any other person who has powers of representation, decision or control of the named organisation) confirms that it: (a) being an individual is not bankrupt or has not had a receiving order or administration order or bankruptcy restrictions order made against him or has not made any composition or arrangement with or for the benefit of his creditors or has not made any conveyance or assignment for the benefit of his creditors or does not appear unable to pay or to have no reasonable prospect of being able to pay, a debt within the meaning of section 268 of the Insolvency Act 1986, or article 242 of the Insolvency (Northern Ireland) Order 1989, or in Scotland has not granted a trust deed for creditors or become otherwise apparently insolvent, or is not the subject of a petition presented for sequestration of his estate, or is not the subject of any similar procedure under the law of any other state; (b) being a partnership constituted under Scots law has not granted a trust deed or become otherwise apparently insolvent, or is not the subject of a petition presented for sequestration of its estate; (c) being a company or any other entity within the meaning of section 255 of the Enterprise Act 2002 has not passed a resolution or is not the subject of an order by the court for the company's winding up otherwise than for the purpose of bona fide reconstruction or amalgamation, nor had a receiver, manager or administrator on behalf of a creditor appointed in respect of the company's business or any part thereof or is not the subject of similar procedures under the law of any other state; (d) has not been convicted of a criminal offence relating to the conduct of his business or profession; (e) has not committed an act of grave misconduct in the course of his business or profession; (f) has fulfilled obligations relating to the payment of social security contributions under the law of any part of the United Kingdom or of the relevant State in which the organisation is established; (g) has fulfilled obligations relating to the payment of taxes under the law of any part of the United Kingdom or of the relevant State in which the economic operator is established; (h) is not guilty of serious misrepresentation in providing any information required of him under this regulation; (i) in relation to procedures for the award of a public services contract, is licensed in the relevant State in which he is established or is a member of an organisation in that relevant State when the law of that relevant State prohibits the provision of the services to be provided under the contract by a person who is not so licensed or who is not such a member. The Department reserves the right to reject any potential tenderer of responses to 2.1 above that are not satisfactory.

Precise information on deadline(s) for lodging appeals: The Department of Transport ('the Contracting Authority') will incorporate a minimum ten calendar days standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenders to seek further debriefing from the Contracting Authority before the contract is entered into. Applicants have two working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. In the first instance such additional information should be requested from the address provided in part 1.1. Following that, if the parties cannot resolve the matter then it should be escalated to the Deputy Director of Commercial Delivery,Procurement Directorate, 3/25 Great Minster House, 76 Marsham Street, London, SW1P 4DR.
