II.1.5) Short Description of the contract or purchase(s) A framework of suppliers to provide advice on all aspects of analytical modelling used to inform and enable robust decision making on rail policy in accordance with DfT appraisal guidance (www.webtag.org.uk). In particular advice would be sought in the use of: Rail demand forecasting models - use of both multi-modal and elasticity based approaches; Safety modelling - determining high level risk of fatalities and equivalent fatalities; Performance modelling - modelling and appraising train performance and punctuality; Operating costs models - future and current operating costs of running passenger and freight train services; Infrastructure costs - understanding Network Rail's current and future fixed and variable infrastructure costs; Fares modelling - appraisal of different fare policies; and Economic appraisal - determining wider economic user and non user benefits and impacts. In any of these areas suppliers would be expected to Provide analysis using existing models and tools that are currently available to the Department, ensuring appropriate model use and interpretation of results; Update and maintain existing models with new data or assumptions; Develop new models to meet requirements outside the capabilities of existing models; and Obtain new evidence through research or otherwise that will improve rail modelling and economic appraisal assumptions, methodology and theory. Additionally, there will be a LOT 2 to this framework agreement to include the PLANET suite of models. This is a rail demand allocation and forecasting model owned by the DfT. Advice on operating and maintaining the PLANET model will be procured through LOT 2 (see Annex B), unless the nature of the service required can be more beneficially supplied by the larger panel constituting the MAP framework. Suppliers in LOT 2 would also be part of the main framework that provides generic modelling advice as detailed above, hence forming part of the main MAP Framework. The PLANET Lot (LOT 2) will have a nominated Prime Contractor. Research and development services and related consultancy services.

Any supplier may be disqualified who:
(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
(c) has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can demonstrate;
(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal organisation, as defined in Article 2(1) of Council Joint Action 98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.
Information and formalities necessary for evaluating if requirements are met Those companies with proven expertise in the provision of Economic Modelling applicable to the Rail Industry with particular emphasis on the analysis of rail demand, revenue, safety, performance, operating and infrastructure costs and wider economic benefits. The technical and economic and financial capacity against which as evaluation will be made is set out in detail in Parts D and E. of the Prequalification Questionnaire (PQQ). The full range of statements for the personal situation that can be found at Part G of the PQQ are the relevant legal statements against which an evaluation of the legal aspects setting out the conditions for participation will be performed. Parts A and B of the PQQ will also be taken into account for an assessment of the status of the participants. The weighting is provided based on 3 categories: Sound (weight = 10%), Potential Risk (weight =5%) and Major Risk (weight = 0%). The highest score for the economic and financial capacity is 10%. Amongst the information that will be used for the evaluations are: Copy of last three years final lodged company accounts will be required from potential suppliers Contractual matters, namely, liquidated damages, termination of contract, and legal proceedings pending.

Proposals (Expressions of Interests - EOI) should be provided to include details of personnel capacity (weight = 10%), breadth of experience from previous contracts of similar nature (weight = 20%), the speed of delivery from previous contracts or similar nature (weight = 15%), and the provision of case studies (two case studies with each weighted at 15%). EOI should also include details of quality assurance (QA), Internal Controls, Quality Assurance Certification (combined weight = 5%) and Project Management skills and capabilities and experience (10%). The above skills and experience will have to be, ideally, demonstrated against proven ability and experience in rail/transport economic modelling over the past four years. As detailed in the EOI

INFORMATION ABOUT LOTS LOT No 1 TITLE: NETWORK ECONOMIC MODELLING LOT No 2 TITLE: PLANET MODELLING 1) SHORT DESCRIPTION LOT 1 - NETWORK ECONOMIC MODELLING To provide generic rail economic modelling advice as described in Section II.1.5 but , generally, excluding use of the PLANET suite of models, unless the Contracting Authority sees that a specific project will benefit from a more extensive use of models including PLANET as part of delivering a more complete or broader advice or set of tools. LOT 2 - PLANET MODELLING LOT 2 within the framework agreement is designed to operate and maintain the PLANET suite of model on behalf of DfT and licensed third parties. PLANET is a suite of EMME/2 rail demand forecasting models owned by DfT and is used both by DfT and other organisations under licence. DfT seeks expertise in running, analysing and enhancing the PLANET models. A single supplier within the PLANET Lot will be the nominated Prime Contractor, responsible for maintaining version and quality control of the PLANET models, distributing documents and may also co-ordinate meetings at the request of the Department. It is envisaged that the PLANET models and all relevant documentation will be set up on a dedicated server or database at the Department for Transport, and uses of the model will be made from within the Department as far as is practical, unless licensed use is made by other parties, including non-LOT 2 contractors. The LOT 2 contractors will be the only parties capable of peer reviewing any PLANET related work on behalf of the Department, and in some cases the Department may request a party to seek a peer review using the LOT 2 framework in order to ensure that the model has been appropriately used and that the results are supported by an appropriate use of the version of the model that any party may have used. The Prime Contractor will have the responsibility of ensuring version control of all PLANET models. The LOT 2 Entitled Planet Modelling is Rail Specific work and will involve the use of various comparator models that are recognised as standard for modelling in support of the UK rail industry. Precise information on deadline(s) for lodging appeals: The Department ('the Contracting Authority') will incorporate a minimum ten calendar days standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenders to seek further debriefing from the Contracting Authority before the contract is entered into. Applicants have two working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. In the first instance such additional information should be requested from the address provided in part 1.1.
