II.1.5) Short Description of the contract or purchase(s) The aim of the Van Best Practice (VBP) programme is to reduce the environmental impact of the van sector, including the reduction of CO2 and other emissions. The programme also aims to improve the operational efficiency of the van sector, safety and journey time reliability. The primary objectives are to identify, demonstrate, disseminate, embed and evaluate better practices that will reduce the environmental impact of vans operating in the freight and logistics industry. In 2008/09 the DfT undertook a pilot VBP study that researched the van sector and developed the first eight products to be promoted under the VBP programme (including best practice guides, case studies and software tools). These products are publication-ready. The pilot also developed an initial marketing strategy and the findings of initial research into the impact of the van sector and efficiency solutions, to be made available to the tenderers/ Contractor for consideration and use. The Awarding Authority wishes to appoint an organisation to manage the programme. The Contractor will be required to build a team and resources to deliver - Programme management, co-ordination, business planning and evaluation of effectiveness of individual aspects of the programme. Marketing and promotion of the programme, including design, development, printing and stock of supporting material and publicity. Technical input to the programme, including research, identification and quantification of best practice and its benefits. Manage and perform benchmarking surveys and other assessments of performance of the van sector. The Contractor will be asked to cost, develop and maintain a VBP webpage on the Government's website (Business Link) and a VBP newsletter. The scope of VBP is England but potentially across the United Kingdom. The Contractor may also be invited within the contracted period to undertake additional research of the efficiency and safety of the van sector. Any supplier may be disqualified who:

(c) has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;

(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.

Precise information on deadline(s) for lodging appeals: The Department for Transport will incorporate a minimum ten calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of three working days before the expiry of the standstill period. In the first instance such additional information should be required from the address provided in part I.1. Following that, if the parties still cannot resolve the matter then it should be escalated to the Deputy Director of Procurement, Great Minster House, 76 Marsham Street, London SW1P 4DR. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
