II.1.5) Short Description of the contract or purchase(s) The Intercity Express Programme (IEP) is driven both by the requirement to renew a large number of long distance trains within the next decade and the opportunity to enable the rail network to accommodate the anticipated growth in demand over the lifetime of the new trains. This work commenced in 2005, when the DfT began to examine options for a new train to replace the existing High Speed Trains (HST), and to bring wider transport benefits, as part of a long term strategy for the railway. Since that date, the IEP has progressed as a comprehensive all-rail industry programme, co-ordinated by the DfT to ensure a 'whole system, whole life' perspective, which is essential to secure best value for money for both passengers and taxpayers. The programme encompasses several component parts which need to be managed jointly: Train Service Provision (TSP) contract (design, manufacture, depots, maintenance and funding); Infrastructure changes; Timetable changes; Operator Access Rights changes; and Franchise Agreement changes. A TSP ITT and assessment criteria were released in November 2007. After a comprehensive evaluation process, the Agility Trains consortium was announced as Preferred Bidder for the TSP contract in February 2009. The implementation phase of the programme will focus on the technical aspects of the TSP's rolling stock solution and the delivery of the upgrades to Network Rail's infrastructure. Thus, the programme management roles have been coupled with the technical roles in order to create an integrated close-working team. The infrastructure changes will be sponsored by the DfT but delivered by Network Rail. The IEP infrastructure changes form part of the ORR's final determinations for Control Period 4 funding. Timetable changes, Operator Access Rights Changes and Franchise Agreement changes will require all-industry involvement, which will be co-ordinated by the DfT. The award of the TSP contract is scheduled for later this year. The DfT is looking to procure a Programme Management Team (PMT) to manage the implementation of the next phases of the IEP whilst ensuring that Value for Money is achieved. The PMT will work under a contract for a period of 4 years (with provision for up to 2 years extension at the DfT's discretion), which is currently scheduled to coincide with pre-series train deployment. The PMT will be comprised of a core team and led by the Programme Director. It is envisaged that as part of a substantial knowledge transfer process, the DfT will require permanent DfT staff to be integrated into the supplier's team. The award of this contract is contingent upon the signing of the Train Service Provider (TSP) contract which is currently targeted for end October 2009. It is anticpated that the PMT contract will be signed and commence soon thereafter. Technical support services.
