II.1.5) Short Description of the contract or purchase(s) This notice involves a Part B public services contract (see Section VI.3 below for additional information on the procurement process that will be operated). The DfT is seeking to appoint appropriately experienced and qualified transport operators to operate the Essex Thameside and the Greater Anglia rail passenger franchises respectively. Expressions of interest are now being sought from the market and shortlisted applicants will receive the Invitation to Tender for each franchise planned to be issued in the summer 2010. It is expected that the winning bidder for Essex Thameside will be announced in early 2011 with the new franchise commencing on 29 May 2011. It is expected that the winning bidder for Greater Anglia will be announced in late 2010 with the new franchise commencing on 1 April 2011. General information on the DfT's passenger rail franchising procurement process is available on the DfT's website, details of which are given at I.1 above. The DfT is considering the appropriate length of the franchises alongside other key features of the market and contract design, and its views are set out in the document titled "The Future of Rail Franchising" which was published on the DfT's website on 20 January 2010. This document also confirms that consideration is being given to the revenue risk-sharing arrangements and performance criteria requirements, designed to deliver better quality for passengers. Currently, the DfT considers that a core franchise term of around 10 years would be appropriate for both the Essex Thameside and the Greater Anglia franchises. The contract will include provisions which would allow the DfT to terminate the contracts earlier if the franchisees failed to meet certain performance criteria. The DfT is also considering testing during procurement whether a longer term would deliver significant passenger benefits at an appropriate cost to the taxpayer. The future franchisees should have sufficient financial backing to place a performance bond and a season ticket bond. For Essex Thameside, these are expected to be up to GBP 15 million and GBP 20 million respectively. II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope (including all lots and options, if applicable) The new Essex Thameside franchise is due to commence on 29 May 2011 and will operate services in East London and parts of South Essex. The franchise provides train services on the London, Tilbury and Southend Railway line from Fenchurch Street in the City of London to Shoeburyness in Essex, along the entire length of the northern Thames Gateway area including Basildon, Chafford Hundred, Tilbury and Southend-on-Sea. 354 train services are run on the route each weekday, with a further 279 services on a Saturday and 160 on a Sunday, resulting in over 31 million passenger journeys per year. The existing franchisee is the best performing train operator in London and the South East in terms of the reliability and punctuality of services. By December 2011 all routes to London Fenchurch Street are expected to be capable of operating as 12 car trains (compared with today's maximum 8 car via Rainham and Ockendon) after Network Rail has completed a programme of platform lengthening. In the long term this project will significantly increase the carrying capacity of the network into central London as longer trains are introduced. The new franchise will provide important transport facilities during the period of the Olympic and Paralympic Games, especially at West Ham for access to the Olympic Park. The proposed specification for this franchise will ask bidders to consider improving security, ticket retailing, passenger information and the journey to and from the station. It will also propose improvements to the environmental impact of the franchise. The Greater Anglia franchise provides local, suburban and express train services from London Liverpool Street to north and east Greater London, Essex, Hertfordshire, Cambridgeshire, Suffolk and Norfolk. Greater Anglia combined train services previously operated by Anglia Railways, First Great Eastern and the West Anglia part of the WAGN operation including the Stansted Express in April 2004. The franchise has a fleet of 266 trains, operates 1,800 services each weekday and calls at 174 stations of which it manages 167. A further 1,500 services are run on the route each Saturday and 1,020 on a Sunday, resulting overall in more than 112 million passenger journeys for the 2008/09 year. The specification for this franchise will ask bidders to consider how additional capacity could be delivered, will set out assumptions on the transfer of services to Crossrail and will consider elements aimed at improving security, ticket retailing, passenger information and the journey to and from the station. It may also ask bidders to consider how the rolling stock fleet should be managed and propose improvements to the environmental impact of the franchise. Simultaneously with the issue of this Notice, the DfT has published consultation documents on the Essex Thameside franchise and the Greater Anglia franchise respectively. These set out the options for the relevant specifications that shortlisted bidders may be asked to price and seek views from stakeholders on these possible specifications. The final specifications will reflect emerging value for money and affordability requirements. They also seek any proposed increments or decrements that stakeholders would like to see considered as priced options. Copies may be obtained from the DfT at the address given in I.1.

VI.3) ADDITIONAL INFORMATION (if applicable) The franchising procurement process is being undertaken in pursuance of the Railways Act 1993 (as amended). It is a Part B Services Contract and is therefore voluntarily utilising an OJEU Notice. The process by which the procurement will operate will be set out as appropriate in the accreditation documentation and the Invitation to Tender, and will be compatible with applicable EU law. The duration of the contract is 120 months subject to satisfactory performance and, at the discretion of the Secretary of State, a longer term subject to investment and EU law.
