SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION
II.1.1) Title attributed to contract by the contracting authority (as stated in the original notice) UK-London: Specialist Advice and Support in Connection with DfT's Duties as 'Operator of Last Resort'
II.1.2) Short description of the contract or purchase(s) (as stated in the original notice) "Section 30 of the Railways Act 1993 places a duty on the Secretary of State to provide or secure the provision of services for the carriage of passengers by rail, where a franchise agreement in respect of the services is terminated but no further franchise agreement has been entered into in respect of the services. In the event that the DfT has to take over the management of rail services in respect of a Train Operating Company (TOC) or TOCs it is important to ensure services are maintained." When acting as Operator of Last Resort in respect of any particular failed franchise it will be necessary for the DfT to rely upon bought in specialist advice from the contractor as part of the contract that it is seeking to put in place following this tendering exercise. Provision of this specialist consultancy support advice to DfT will include, but not be limited to: Advice including management of transition i.e. ensuring continuity of train services, business planning, stakeholder management, project management services including, but not limited to, risk, financial and budgetary advice. This will include providing experienced management resources to take over the running of the TOC if required.
